One says do not attempt to extinguisher a fire. No matter how small, they say to just get out, call the fire service and leave to the professionals. This view considers that an untrained person cannot, therefore should not tackle a fire.

The other says that it is up to the individual. If they consider themselves capable, they should make an attempt. After all, a fire extinguisher can put out a small fire before the firefighters arrive. Or, it can at least suppress the flames until they do. It could be the difference between a little outburst of flames and a full house fire.
